This is either a rare, perhaps one of a kind, variation or it is a factory error.  The Northern Pacific Herald is clearly un-prototypical  Pacific Fruit Express was a cooperative operated jointly by Southern Pacific and Union Pacific railroads.  Union Pacific eventually bought out the Southern Pacific share even prior to their merger with Southern Pacific. 

It is possible that this is simply a mistake in which a similarly colored PFE reefer got on the line with the 521 NP Reefers and simply had the wrong decal applied.
